Action Performed:

1. Go to staging.new.expensify.com
2. Log in with a new Gmail account.
3. Create a workspace.
4. Go to Reports.
5. Go to Submit.
6. Click Create report.
7. Go to Reports.

Expected Result:

Reports page will not be blank.

Actual Result:

Reports page is blank with only table header after creating an empty report.
