Action Performed:

1. Navigate to staging.new.expensify.com, create and validate a new gmail account
2. Create a workspace, submit manual expense in the workspace chat
3. Navigate to the Settings/ Troubleshoot and clear the cache
4. Open the WS chat and observe the expense preview - the "View" button is displayed briefly on the expense preview, then turns to "Pay"
5. Pay the expense elsewhere and submit a new manual expense in the WS chat

Expected Result:

Green "Pay" button is displayed for the workspace admin after submitting the expense in the workspace chat

Actual Result:

Green "Pay" button appears briefly on the expense preview, then grey "View" button is displayed for the WS admin after clearing cache previously. The expense is in "Done" status

Not sure if clearing cache is really the trigger for this bug. If it is, I don't think we should block on that.

Seems like a FE issue not a BE issue, removing DeployBlocker

I couldn't reproduce with or without the Clear cache and restart step. Let's not block on this as that's not an important use case.
