Action Performed:

1. Navigate to staging.new.expensify.com
2. On a conversation, click on the + button in the compose box
3. Upload a PDF
4. Verify you can scroll the PDF by using the up/down arrow in Keyboard

Expected Result:

User should be able to scroll through PDF file using the keyboard arrow

Actual Result:

Up/down keyboard arrows does not response when try to scroll to PDF
