Issue found when executing PR #16705

Action Performed:

  1. Disconnect the device from the internet.
  2. Open any old chat or a chat that is still loading.
  3. Type a message in the compose box.
  4. Open EmojiPicker and insert an emoji

Expected Result:

Able to open emoji picker while offline

Actual Result:

Unable to open emoji picker while offline

I cannot recreate this:

Could you reopen with some more recreation steps? It works for me on staging.expensify.com on chrome for any old chat.
