Actual Behavior
Panel not resizing to fit parent Shell Panel when height is reduced.
Expected Behavior
Panel size should adjust to fit the parent Shell Panel.

- Open https://analysis-0.mapsdevext.arcgis.com/apps/mapviewer/index.html?layers=939f7cc04165427cbe4418728cdd799b
- On the right side action bar, select the Configure Charts action.
- Click on one of the charts to open it in a new tab.
- Shrink the window vertically.
- Notice the
calcite-panelis not shrinking to fit thecalcite-shell-panel
