date-picker: double focus causing blink effect #11371

Actual Behavior
When focus shifts from chevron in date-picker header, focus outline appears on both action and host element causing a blink effect.
Expected Behavior
Focus shift should be eased out with outline around chevron action.

Reproduction Steps
- Click on previous chevron action in header.
- Observe the focus on chevron.
- Click/Tab on to next chevron action in header.
- Observe the focus outline appears on host of previous chevron causing a blink effect.
