Describe the bug
The P25 traffic channel manager is failing to clear stale events from the traffic channel event map and this allows multiple call events that involve the same from/to identifiers to aggregate as a single call event.
Add logic to check events for staleness greater than 2 seconds and remove those events so that new call events can be generated.
