fluxnet data pull #34
Description
Compile fluxnet daily et data for stations nearest poi's. Dimension by poi_id and time (datetime64). Update encoding and metadata info and write to netcdf similar to fetch_nwis in nhm_utiliites/sf_data.
We will call this function in a notebook that compiles all ET data sources for model domain (fluxnet, towers, etc)
