Create and link to repository of spack configurations for CUP-ECS systems

Should have sane spack configurations (e.g. packages.yaml) for LLNL Lassen, Quartz, and Tioga, LANL Chicoma, and a few other DOE machines, as well as the UNM and Tennessee machines we test on.
