Crash map front end

Currently the front end is adapted from the Insight Lane project.  There's a lot of functionality that can be built out, edited.  Briefly some steps

- If filters are useful, identify filters that would provide most utility (e.g. speed limit, number of crashes)
- "Highest risk" panel can be adapted to "most crashes" panel
- Add BCU logo to info
- Incorporate into wider mapping effort
