Add supports for pulling Standard Section Library

The sections need to be present in both the BHoM_Datasets and the MidasCivil but it should work much better than before. It no longer relies on the name of the section, but rather the parameter given in the MCT file.

Similar to Materials too.

@StephennipBH , have you been able to look at this? Might be a good candidate for looking a the FuzzyMatching that will be merged in this week: BHoM/BHoM_Engine#3247
