Environment_Engine: Add Element IsContaining Methods

Description:

New methods extending current IsContaining methods to be applied directly to elements. This will likely consist of separate 0d, 1d, and 2d methods which query the element geometry and check for space containment, include options for partial vs full containment. The methods will output lists of elements per space.

Per conversation with @FraserGreenroyd, to remain in Environment_Engine with some parts potentially moving to Spatial per usage of Spaces vs other more generic classes/interfaces.

As part of this, a new IsContaining method for the core Point in Panels is also being added to take a list of points. This is a necessary optimization as it massively speeds up the method for a list of points vs a space/list of spaces, which is the standard use case:

(Brought runtime for 18 spaces, 117 elements from 5s down to 95ms!)
