Breaking change detection post GA has a test hole

For reference #21252

The Span.End() method is called only by azcore. This means that our current breaking change detection algorithm (compiling other modules with a replaced azcore) will miss it.

In addition, since we don't require approved APIViews until time of release, it means we will catch these late in development, assuming we don't miss it during the review.

@jhendrixMSFT We have APIView wired into the pipelines. The APIView on changes will detect breaking changes. I feel that is succificent and we can close this issue.
