Re-enable VS code analysis for live test pipelines once it is functional

Also: Change the trigger for VS code analysis from an environment variable to a cmake option for consistency - static analysis being configured via environment variables is inconsistent from all the other configuraiton options in the repo, and isincredibly confusing.
