Add documentation to all configurable error/warning codes in Avalonia

Starting with 11.1 it's possible to disable/configure XAML warnings and errors by their error code.
And with 11.0 we have property changed analyzer warnings already.
There should be a single page that shows a listing of all errors/warnings that can be reconfigured.
