It can be useful for apps that clipboard data that only makes sense in-app. We can also not have this exposed and have special logic to forward GetFormatsAsync/GetDataAsync calls to IDataObject internally.

If clipboard is still owned by the current process, the new API attempts to extract IDataObject instance previously passed to IClipboard:SetDataObjectAsync.
