Context and steps to reproduce
Free plugins are not showing up on the 'Plugins' → 'Add New Plugins' page when the dashboard is set to 'Default Style'. When it is set to 'Classic Style' the user can search and find any plugin.
Testing Instructions:
I tested this unproxied, but I'm not sure if it has any impact in this behavior.
Navigate to https://wordpress.com/start.
Create a new site with the Business plan.
Activate Hosting, at Sites → ..the site.. → 'Settings'
Check that the site is set to Default, via Settings → General
Navigate to the WP Admin > Plugins (Add New)
Try to find a free plugin. The plugins are a limited batch and when you enter a search, the plugin you actually searched for still doesn't show.
Then, switch to Classic via Settings → General
Navigate to the WP Admin > Plugins (Add New)
Try to find a free plugin. When you enter a search, the plugin you actually searched for will show
Default style:
Plugins → Add New Plugin
Classic style:
Plugins → Add New Plugin
