Update migration plugin loader

Problem

We've updated our onboarding loaders. We still use the old one in our migration plugin and this page has no branding one it:

Where

1. Install the Migrate to WordPress.com plugin on a self hosted site.
2. Initiate the migration from within the plugin.

That's right! @sixhours or @markbiek is this something you can help us get on the BlogVault team's radar to update? We've been updating all our loaders to match the core progress loader: https://wordpress.github.io/gutenberg/?path=/docs/components-progressbar--docs

We'd like to replace the bouncy dots with one of these instead.
