We're blocking this upgrade via dependabot (#1) because of breaking changes in:
WordPress/gutenberg#61692
WordPress/gutenberg#62202

When you’re ready to make WordPress 6.6 the minimum supported version of your plugin, you can update the following dependencies to use the new JSX transform.
@wordpress/scripts from version 28.
@wordpress/babel-preset-default from version 8.
@wordpress/dependency-extraction-webpack-plugin from version 6.
We should revisit this when each major version of WordPress is released to avoid getting too far out of sync.
