[Bug]: BadRequestError from ContentPolicyViolationError

Describe the bug and reproduction steps

• Users faced a BadRequestError caused by ContentPolicyViolationError while interacting with the system. This seems to block normal output due to internal content filtering policies.

@openhands-agent First, please make sure to read .openhands/microagents/repo.md for a description of this repository and learn from it how to run tests and lint in this project.

Read this issue, issue 7658 fully, including the description. Then do this:

• check out agent_controller.py and its treatment of other errors like authentication error
• add this error to the existing ones
• make sure you also fix the i18n like the codebase does it for other errors there

Run the tests after building the project as specified in repo.md.
Make sure to run pre-commit on YOUR MODIFIED FILES so that we know that the code is up to standards. Don't run it on all files.
