feature - observability, job tracking, lineage tabs (#220)

## Summary
This PR does the following:
- Creates an Observability component which can be used anywhere in the
app. Moved everything from +page.svelte into that component
- Moved observability content into its respective tab, created
placeholder tabs for "Job Tracking" and "Lineage"
