The ResourceSync specification was published on the NISO website in 2014 and 2017 as:

http://www.niso.org/standards/z39-99-2014/
http://www.niso.org/standards/z39-99-2017/
These URLs no longer resolve and instead it seems best to use the DOIs:
https://doi.org/10.3789/ansi.niso.z39.99-2017 -> https://www.niso.org/publications/z3999-2017-resourcesync
but can find 2014 spec or guess DOI link --> email to NISO to ask for help
