Describe the bug
Create Item button is not visible in view for newly created dataset/ multi-page content model with more fields extending beyond the available screen

To Reproduce
After creating a new dataset content model, if no items have been created, and the number of fields extends beyond the available screen, the “Create New” button is not visible, and the user is unable to horizontally scroll to reach it.
It looks like the button may be visible to begin with, but quickly flickers off the screen. Happens on Chrome and Safari, and has occurred multiple times at this point so seems to be a bug and not a one-off.

Expected behavior
Page/button should be responsive and visible at any resolution

I also check using my 14in laptop (chrome browser, resolution: 1440x775), and verified the issue - Create Item button is not visible in view for newly created multi-page content model with more fields extending beyond the available screen; horizontal scroll is also not visible
