Missing create item button

Describe the bug
When loading a list view of a model which has not items the create item button is pushed out of view.

To Reproduce
Steps to reproduce the behavior:

1. Go to https://8-f48cf3a682-7fthvk.manager.stage.zesty.io/content/6-a8bae2f4d7-rffln5
2. See error

Expected behavior
You should be able to see and click on the create item button in the title bar, next to the import CSV button.

Additional context
This is probably due to the not items message shown instead of the list altering the container, allowing the create item button to flow into an overflow that is hidden

@shrunyan I'll look into this. Is the plan to have this fixed before releasing #2197 ?
