As requested, it would be nice to have a feature in the Tools section to add one or more resizable/movable "Rectangles" on screen:

With blur or fixed color: it could blur screen contents (useful for screen recording to cover stuff)
With white + HDR rendering (if enabled): as a built-in screen lamp for video conferencing
