Note: I updated how this works, I added instead a setting to remove the Settings icon from the button bar (adding it to Tools). However with all buttons removed and all items in Tools turned off intentionally one can reach the fully minimalist look.
But: the row will always appear this way when there is some kind of system message (like accessibility issue, licensing notification etc).
The following screenshot shows how things look like with all buttons in the Tools menu, but the bar area still appearing (without buttons) due to an app message.
And this is how the entire menu looks like without the button bar:

Some users might prefer to disable the button row entirely for a super clean look. Not very practical though. :)
