'Planning' example

Build a pattern for 'planning' an execution (actuation, observation, sampling) using one or more instances of Deployment along with hasSubSystem - https://w3c.github.io/sdw-sosa-ssn/ssn/#Systems-and-their-Deployment-overview.
This should demonstrate how to tie a planned execution to a Feature-of-Interest, and potentially also an actuatable or observable Property

Discussion in 2025-06-04 telecon appeared to expose the fact that the key 'Planning' test case from the WQIE probably requires a Procedure model, in particular Procedure-subProcedure structures in parallel with the System-subSystem structures.
Maybe note this and defer for the moment so we can get a committee draft out in a timely manner?
