[TabBar] Use InfoBadge for TabBarItem badge support

We should change the API for `TabBarItem` to just have an `InfoBadge` property and use the `InfoBadge` in the template [here](https://github.com/unoplatform/uno.toolkit.ui/blob/df68a26311c52f522e8a05ad64f3d9dcef623e8f/src/library/Uno.Toolkit.Material/Styles/Controls/v2/TabBar.xaml#L700-L703)
