Migrate 'clag' services over into the fastq glue service temporarily and listen to fastq glue events.
Will make for a much simpler process. The event detail type should be renamed to FastqListRowStateChangeClag , as FastqListRowStateChange belongs to the fastq manager.

kwik (wgts-qc) events should also be renamed to FastqListRowStateChangeKwik as FastqListRowStateChange belongs to the fastq manager.
