Allow for Umbraco Forms like workflow when an order is placed

Our client has multiple fulfillment partners and the awful system they have now is that every order is sent to every fulfillment partner.

Describe the solution you'd like

We would like to release certain workflows when a order is placed. Which has to met conditions before it is being triggered. I would like to see this in the same style as discount codes can be applied. Where we can program certain rules. Probably the same rules from discount codes could be provided. And then instead of rewards we can program workflow. Like e-mail this template to this e-mail address.

So for example, packing slips are automatically e-mailed to the right fulfillment partner. Or we might want to do an API call to Google Analytics and provide some data on what is being bought. Etc.

We really like Vendr and its customization capabilities, but this is the only thing really lacking for us.

Describe alternatives you've considered

We'd hook in to the events programmatically, but this doesn't allow for any customization in the back office.

The thought of workflows has popped up before but hasn't been something we looked at yet. We actually wondered if it was better to partner up with something like Plumber but we are yet to have that conversation with Nathan.
