Which Umbraco version are you using?

16.0.0

Bug summary

As an administrator, I should have permission to change the permissions for a document. Currently, there is no 'Permissions' item displayed when opening the action menu for a document

Specifics

Expected result / actual result

The 'Permissions' menu item should be displayed for users who have the 'Set Permissions' permission enabled.

Had a quick look at this - I believe it's a missing feature rather than a bug. It exists in 13 but I don't see any implementation in 14+.
