As discussed with @anajsana in the Slack server and also in #70 on expanding CONTRIBUTING.md and PR template to have a checklist on why this change was required and why that tool needs to be in that category or a proposal on an entirely new category.

This will help reviewers to easily review PRs and discuss on why it was required.

Maybe this can be further expanded upon.
