Development Task

Auto-scaling is not GA. Its code has existed for a long time, and we have barely maintained it. We don't even know whether it can work right now. This feature lacks tests, and no one uses it as far as I know. The official websites never publish this feature. BTW, the serverless has its way of implementing the auto-scaling, which has been landed in production.
In summary, I think we can remove it completely.
