When we have large numbers of Observations and Patients and Organizations then it may take a few seconds to load
We should display a loading modal/overlay for all front end nav() actions
Currently we have a loading spinner for auth - see

jupyterhealth-exchange/jhe/core/templates/client/client_auth/callback.html

We should have a similar style simple modal/overlay for nav() loading

display the overlay at the beginning of the nav() function
hide the overlay at the end of the nav() function
Incase the loading hangs for a long time, we should include an "X" button to close the overlay so users can copy out data, see:
