Tectonic 0.10.0 is out!

Tectonic 0.10.0 is now out! The headline features are that it updates to TeXLive 2022.0 and adds drop-in installers. We also have some nice contributions from @vlasakm, @0x00002a, @Starrah, and @matz-e — thank you! See the release notes for more information.

Due to a timeout during the automated release processing, the GitHub release was briefly incomplete, so if you tried the drop-in installer on a Linux machine you may have gotten a 404. This should now be fixed.
