Is there a detached "pure SVG interpreter" version of this repo?

The title pretty much sums it up: I see there is the ISvgRenderer interface in the repo as well as an SvgRenderer class implementing the same for System.Drawing.
I was wondering if there was a source for only the abstract rendering framework, without any specific implementation, as I would like to provide my own for that.

Hopefully this question isn't asked all to frequently, I either was blind while searching or couldn't find anything until now.
