Currently, when a Pod reaches *.clusterset.local and has service locally, it will always be locally, and when these services exist only in remote cluster, it will load balancing using round-robing between these remote clusters. The expectation is to have an option to load balancing services between local and remote(s) cluster(s).
Why is this needed:
Load balancing services between local and remote(s) cluster(s).
