Wrong repository... That quest is present in SCEE (StreetComplete "Expert edition" fork), and not in StreetComplete. Anyway, I've added Helium314#758 so look there for details |

The lamp type of street lights can be specified by the lamp_type key. When on site it can be set fluorescent or LED and so on. A lot of street lights are tagged with the generic electric value, hiding the quest even if better and more specific tagging can be set.
My suggestion is to show the lamps with the generic tag electric for further refinement.
