Default retry strategy has a bad upper limit

pub fn default_retry_strategy() -> Box<dyn RetryStrategy> {
    doubling_retry_strategy(Duration::from_millis(1000), Duration::from_secs(60000))
}

This is supposed to go from 1 second to 60 seconds, however, it's going from 1 second to 60,000 seconds which is like 16 hours!!!
