CAP 70 proposes adding the following network config setting that relate to SCP parameters:

Target ledger close time (milliseconds)
Initial nomination timeout (milliseconds)
Initial ballot timeout (milliseconds)
Per-round nomination timeout increment (milliseconds)
Per-round ballot timeout increment (milliseconds)
