Bump sync protocol version to v14

The handle role changes without client reset feature is guarded by sync protocol version 13 14 - bump the protocol when these changes are ready to be tested with the server.

This may need to be bumped to version 14, depending on the timing of the Collections in Mixed and FLX Progress Notifications features.
The current version is 11 for FLX schema migrations.

Definitely bumped to v14 since schema migrations is using 12 and progress notifications is using 13.

Server has been updated in BAAS-28604 and client was updated in RCORE-1872 to use Protocol v14 for enabling the role changes without a client reset feature.
NOTE: The client changes are still on a feature branch.

The client was updated to report protocol v14 as part of RCORE-1872 and the client will stop using the "allow_permissions_bootstrap" feature flag once the PR for RCORE-1973 has been merged.
