Should we close stac-utils discussions in favor of of the "STAC Software" category in stac-spec discussions?

There has been some confusion (e.g. this discussion comment and these minutes from the STAC Community Meeting). In an effort to reduce duplication, I'm proposing to close the stac-utils organization's discussion page in favor of this category in the stac-spec discussions page.

Downsides would be losing the current (three) discussions, at least in their current location. To preserve them, we could:

1. Move them to a new "holding" repository in the stac-utils organization (e.g. stac-utils/archived-discussions)
2. Move them to an appropriate existing repository in the stac-utils organization (EDIT: this may be the default option, as the discussions currently live in https://github.com/stac-utils/.github/ 's discussions)
3. Manually copy the discussion text to some archive location

I think (1) is probably the simplest and the least confusion way to not lose the history/context. Since they already live in the .github repo, let's keep them there and just add a pointer to the README, unless someone has another preference.
