SAIST should look for a saist.rules file in the current working directory, and then read prompts from it. These prompts should then be used to modify the prompt we use to fetch findings from the AI.

The rules file should be yaml, and allow for a few different keys:

PROMPT_OVERRIDE: Replaces the prompt
PROMPT_PRE: Prefix to the prompt
PROMPT_POST: Suffix to the prompt
