PBS event tracking with local caching

As of prebid/Prebid.js#12598 , local caching for video bids is now supported in Prebid.js . The Video Task Force is concerned that this caching mechanism may break event tracking in PBS.
The objective of this issue is to make the PBS Committee aware of this change. Next steps would be for the PBS committee to determine if local caching does indeed break event tracking. Once that is confirmed, we can determine if there is a need for the 2 to be compatible.
