add hour:minute option when creating monitors

• I have searched the existing issues for this feature request and I know that duplicates will be closed

Is your feature request related to a problem?

when creating a monitor I want to have more granularity when selecting the time when it will be triggered.
We have a couple of monitors and so far the granularity is by an hour, we need to couple several monitors to the same timeframe.

Describe the solution you'd like

We would like to have additional parameters to select hour:minute to improve our schedulled cases.

Describe alternatives you've considered

So far trying to execute around the clock at exact hours, but our validation gets more difficult.
