Upgrade to latest packaging for Python 3.8+. (#2748)
This completes Pex support for targeting Android. The Pip 25.1 upgrade in Pex 2.34.0 brought support for resolving Android platform-specific wheels and this upgrade of Pex's vendored packaging to 25.0 brings support for Pex properly dealing with those Android platform-specific wheels when packaging PEXes and when booting up from a PEX.
