There currently are not any windows arm64 wheels (ending in -win_arm64) on pypi for markupsafe. Since cibuildwheel supports cross-compiling Windows ARM64 builds and markupsafe uses cibuildwheel would there be any appetite for providing arm64 wheels?

Happy to review a PR to enable this, I don't think we're doing anything to disable it though.
