What licenses do I need for copilot + Microsoft entra ids

My team all have Microsoft Entra ids. I want to roll out github copilot to everyone, but I don't want to manage personal github accounts for them all. I think I need to use a github enterprise account to support signing in via an entra account, but I think I need to pay $21 USD per user for that, then $39 USD for copilot?!

Or If I sign up for a business copilot version account with github organization I can give everyone an account (But they will have to user a none work email address), but this only costs $19 per user.

Is this correct?! Thats a lot of extra money just for single sign on!
