BUG: Github Copilot does not support Jupyter notebooks.

I'm in VS Code doing a bunch of python coding. Github Copilot works great: inline suggestions, and code completion. But if I switch over to a jupyter notebook, Github Copilot Chat does not work consistently. Specifically:

1. In some instances, the "Apply to {filename}" button does nothing
2. in other cases, the "Apply to {filename}" button rewrites the whole file, not just the working cell shown in the user prompt area
