Feature Request: Optional Flag to Disable Code Generation in Chat Sessions

Description

As a user of GitHub Copilot, I would like to have an optional flag or setting that allows me to disable code generation during chat sessions. This feature would be beneficial in scenarios where I want to discuss concepts, ask questions, or seek advice without receiving code snippets.

Use Case

• Educational Purposes: When using Copilot for learning and understanding concepts, I may want to avoid code generation to focus on theoretical explanations.
• Discussion: During discussions about best practices or architectural decisions, it would be useful to prevent code generation to keep the conversation focused on high-level ideas.
• Feedback: Providing feedback or suggestions without the distraction of code snippets.

Suggested Implementation

• An optional flag (e.g., --no-code-generation) that can be set at the beginning of a chat session.
• A toggle in the Copilot interface to enable or disable code generation for the current session.
